Statement | Ukraine: Civilians are not a target
June 18, 2025
June 18, 2025
Humanity & Inclusion is deeply concerned by the latest deadly overnight attack by the Russian armed forces in Ukraine (June 16-17), which killed 23 people and injured over 134 people, primarily in residential areas of Kyiv. As the rescue operation is still ongoing, the civilian casualty count is likely to rise even more.
We strongly condemn this attack and call on both parties to the conflict to respect their obligations under International Humanitarian Law and particularly the principle of distinction and proportion to protect civilians in the course of this war.
Civilians are not a target. They must be protected.
