Humanity & Inclusion’s (HI) secondary analysis of the 2025 Multi-Sector Needs Assessment (MSNA) dataset in Sudan indicates that 39.6% of assessed households include at least one person with mild or more severe functional difficulties, while 9.8% include at least one person with moderate or severe functional difficulties. In Lebanon, an estimated 10 to 15 percent of the population in Lebanon, well over 600,000 people, is thought to live with a disability. This figure rises to more than 900,000 when the denominator expands to the entire resident population, including displaced refugees and migrant worker communities. Humanity & Inclusion’s rehabilitation needs assessments in collective shelters across Baabda and Aley illustrate the problem: The assessments are essential, but each new wave of displacement requires much of the work to begin again. Returns are increasingly framed as a policy priority across the Syria response. Yet the conditions required for safe, dignified, voluntary, and sustainable returns are still not in place. In 2026, Humanity & Inclusion (HI) initiated a project to document the impact of cuts to international aid on disability inclusion and to develop policy recommendations to safeguard disability-inclusive aid. The project’s findings are intended to inform and influence the decisions of policymakers and donors, holding them accountable for their decisions and commitments. This report provides evidence from Organizations of Persons with Disabilities on the human and organizational impacts of cuts to international aid.

In Syria, disability is not a marginal issue; it is rather a defining feature of the humanitarian and recovery context. 14 years of conflict, widespread use of explosive weapons, natural disasters, and the collapse of essential services have significantly increased the number of persons living with disabilities across Syria, while simultaneously eroding the systems meant to support them. The report draws on secondary data from trusted humanitarian and academic sources, as well as first-hand accounts from persons directly affected by the crisis, and consultations with humanitarian workers operating in the Syria response, as well as national public and private actors

Humanity & Inclusion (HI) conducted 29 non-technical survey reports, surveying approximately 4.9 million m² of land, and safely removed 116 explosive items. HI also delivered 892 explosive ordnance risk education (EORE) sessions, reaching 8,782 people, and facilitated 303 referrals to support survivors in accessing medical, psychosocial, and rehabilitation services.
