Lebanon Joins Mine Ban Treaty as 162nd State Party, with HI Placing Victim Support at the Center of Implementation

HI warmly welcomes Lebanon's decision to accede to the Mine Ban Treaty, marking an important milestone as the country becomes the 162nd State Party to this life-saving convention.
This accession reflects the will to protect civilians from the devastating and indiscriminate impact of anti-personnel mines. For decades, even before the recent escalation, landmines and explosive remnants of war have contaminated parts of Lebanon, causing deaths and injuries, disrupting livelihoods, and limiting access to land, services, and opportunities, particularly for the most vulnerable, including persons with disabilities.
HI stands ready to support Lebanon’s efforts to advance this commitment, working closely with national authorities, civil society, and affected communities. This includes clearance of contaminated areas, risk education, and comprehensive assistance to victims and survivors.
Hannah Guedenet, HI-US Executive Director, states,
“Lebanon’s accession to the Mine Ban Treaty is a powerful, life-saving commitment. For decades, landmines have robbed vulnerable communities, especially people with disabilities, of safe access to land, livelihoods, and basic services." She adds, “HI will continue supporting Lebanon to turn this pledge into action: Clearing contaminated land, delivering rehabilitation services to survivors, and building inclusive systems that uphold the rights of every person, particularly those living with disabilities.”
Victim assistance must remain central to Lebanon’s implementation of the Treaty. Humanity & Inclusion has been clearing contaminated areas in Lebanon for years, educating the civilian population about mines and unexploded ordnance, and providing care for victims and survivors.
Additionally, HI works to ensure that survivors of mine accidents, many of whom live with long-term disabilities, have access to inclusive and high-quality services, including rehabilitation, psychosocial support, and socio-economic inclusion. This accession provides an opportunity to reinforce national systems and ensure that no one is left behind.
